  12.    1. Description
  13.       ~~~~~~~~~~~
  14.       A. An Overseas Ombudsman (OO)is the Supporting Manager of 
  15. IGA_Net<tm>'s overseas operations in a specified country/area.
  16.  
  17.       B. OO's are directly under, and are responsible to, the 
  18. IGA_Net<tm> Administrator/Zone-Coordinator.
  19.  
  20.       C. OO's are appointed and discharged by the IGA_Net<tm> 
  21. Administrator/Zone-Coordinator.
  22.  
  23.       D. All OO's in IGA_Net<tm> are bound by the duties, 
  24. responsibilities, and authority detailed herein.

  27.    2. Duties, Responsibilities, and Authority
  28.       ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
  29.       The following duties, responsibilities, and authority are 
  30. delegated to all OO's within IGA_Net<tm>.
  31.  
  32.       A. An OO is IGA_Net<tm>'s prime contact with a Host in a foreign 
  33. country. All traffic to and from the country represented is funnelled 
  34. through the OO.
  35.  
  36.       B. An OO is responsible for assisting the foreign Host 
  37. whom he/she is supporting in any and all ways possible. This includes, 
  38. but is not limited to, the following:
  39.  
  40.          1) Providing guidance of all sorts possible in helping 
  41. the foreign Host manage his network in the most outstanding way 
  42. possible.
  43.  
  44.          2) Assisting the foreign Host in locating and processing,
  45. as necessary, prospective new downlinks--insuring that copies of 
  46. membership applications of all new nodes in the Host's network get
  47. passed to the IGA_Net<tm> Administrator/Zone-Coordinator.

  49.          3) Insuring that the published IGALIST listing of the foreign 
  50. Host's network is accurate at all times.
  51.

  54.       C. Barring extenuating circumstances, an OO will poll his/her 
  55. supported Host once weekly and the supported Host will poll the OO at 
  56. some different time during each week. This means that traffic will be 
  57. transferred twice weekly between the OO and the foreign Host.
  58.  
  59.       D. If there is an IGA_Net<tm> conference which covers the
  60. geographical area in which the supported Host resides, the OO will
  61. function as co-moderator of that echo. Normally, the foreign Host will
  62. function as the other co-moderator, also; but he/she may designate 
  63. someone else to do that duty.
  64.  
  65.       D. The OO will communicate frequently via direct netmail with 
  66. the IGA_Net<tm> Administrator/Zone-Coordinator and keep him apprised 
  67. of the condition of his contact with the foreign Host. If a problem 
  68. develops within the foreign operation, the OO will communicate the 
  69. details most immediately directly to the IGA_Net<tm> 
  70. Administrator/Zone-Coordinator.

  72.       E. Should, for any reason, the foreign Host require replacement, 
  73. the OO will locate a suitable candidate within the coutry/area 
  74. supported and convey that information to the IGA_Net<tm> 
  75. Administrator/Zone-Coordinator. In the absence of negative factors, 
  76. the IGA_Net<tm> Administrator/Zone-Coordinator will appoint the 
  77. identified person to the Host position.

  79.       F. Should a disagreement between the OO and his/her supported
  80. Host arise  --which disagreement cannot be settled between the two 
  81. parties involved-- the IGA_Net<tm> Administrator/Zone-Coordinator
  82. will decide the issue. The decision made by the IGA_Net<tm> 
  83. Administrator/Zone-Coordinator will be final and uncontestable.

  85.       Z. Harmony is the backbone of all effective organizations--and 
  86. especially this of ours. All effort will be made to ensure that 
  87. relationships with the foreign Host and his supported downlinks are, 
  88. and remain, the most cordial possible.

  90.       ZZ. This document may be changed and updated as requirements
  91. are identified and/or exist.
